qc files

should qc files be mandatory with mod uploads?

I have been including qc files in my latest uploads for other users to use and understand how I make mods. I think it should be mandatory for every mod uploader to include this ether in the description or zip file. Please tell me what you think. I hope the admins of this site are watching this thread.
