To add one bot:

tf_bot_add 

tf_bot_quota [number]

If the bots don't move u might need to generate a nav for the map:

sv_cheats 1
nav_generate

So, just to make sure.

You host a game. You hit the tilde key (the one just to the left of the 1 key), which brings up the console. From there you enter the command "tf_bot_add". What happens next? Does the command give any error?

yes, but not much happens, a message appears on the console: unknown command

Then you are not entering it correctly.

When you start writing tf_ a drop-down menu should appear. When you continue writing, the drop-down menu should show commands that start with what you have currently written. Make sure you write it exactly how it's supposed to be: tf_bot_add. When you've done that, only one command should be visible in the drop-down menu. Click it, and hit enter.

1st: you need to enable svcheats 1 then tfbot_add 9 if you want to play 5vs5

2nd: to change difficulity on bots write tfbotdifficulty 0=easy 3=expert

3rd: if map dont have a nav for bots you need to create it first by typing nav_generate and wait until it´s finnish (only one time is this needed then it will allways work)

4th: now say sv_cheats 0 and do a retry in console

(Else achievements cannot be earned during game-play, items will still randomly drop even if a server is set to sv_cheats 1)

ps. want a little fun time with bots? try addcond 38 (if want to test more then search the web for info about what they do cause you might get in trouble else)
