As a matter of fact, there is a VTF plug-in for Gimp, there's also one for 32 bits Photoshop. Also, the way I remove white lines is to select everything you don't want in the spray, grow the selection by 1 pixel, and delete that.
By the way, why does it say Arin Hansen and Jontron, and not Arin Hansen and Jon Jafari or Egoraptor and Jon Tron?

Here's an easier way of doing it. Open it in gimp, in any format that supports transparency, this includes .VTF if there is such a plugin, and use the fuzzy selector, with the correct amount of tolerance so there is no white outline on them, to select the white area and simply erase it.
If the backround is abstract, or the image was .jpg and screwed you over hard, then you can simply use the lassoo select to make an N or R shape around the character, simply so that you can do the parts that require detail later, or all in one go.
Thanks for the help! Luckily I save all of my photos as PNGs so the quality isn't destroyed.

I honestly don't know how to make transparent sprays ;__;
I can give a tip. I don't know very well. I do that:
1- Grab a image. Make transparent, save in 256x256.
2- Search google: Tf2 Exploding Jelly Spray Creator
3- Create spray, get the stuff.
4- Open the VTF in Gimp, drag the original image, control c, them go back, control v and click anywhere. So you have a layer placed with the mask. The quality reduces in the site, so you can simply re-paste inside. Rename the spray needs caution. If you rename, open the VMT in notepad, and edit the name, example:
It comes like numbers: 111.vtf and 111.vmt
Edit the vtf to: test.vtf
In vmt, you'll need to edit:
"UnlitGeneric"
{
"$basetexture" "vgui\logos\111"
"$translucent" "1"
"$ignorez" "1"
"$vertexcolor" "1"
"$vertexalpha" "1"
}
Edit the 111 to test:
"UnlitGeneric"
{
"$basetexture" "vgui\logos\teste"`
"$translucent" "1"
"$ignorez" "1"
"$vertexcolor" "1"
"$vertexalpha" "1"
}
^I know that above looks crappy.
