I honestly really wish this would be released as a replacement for the stock Sniper Rifle, I ABSOLUTELY ADORE this skin, but I HATE using the Machina and it's stupid tracer rounds.
Could be packed up, not should be. I could pack these into one file, but chose not to. And nowhere in the rules does it state that I cannot do this.

It's not about having to download "dozens of extra files they won't use". Nobody cares about extra files.
I beg to differ, I always get annoyed if I download a skin and have to sift through several sections I don't want or need just to get the one I intended to use. Some of us have download cap limits, we can't all afford to just pour things through our bandwidth willy-nilly.

The way you've done this seems like blatant advertising.

And so what if it was? It isn't intended to be advertising, it's intended to make it easier and faster for people who want this skin for one weapon to get it without un-needed bulk.
But even if I was advertising, so friggen what? I've put a skin up here that people can enjoy, is there a law that says it isn't allowed to be used to gain exposure for a workshop piece?
Yes, I suppose it being in 3 places verses one equates to more exposure, it also equates to more people finding a skin they may want to use. People looking for a Sydney Sleeper or Machina skin tend to look in the Sydney Sleeper or Machina sections, not the packs section.

If these go down due to me filing a complaint through GameBanana Support, then obviously the best route would be to modify your first submission (as I requested that the 2nd and 3rd copy be removed, but leave the original alone), and modify the ZIP file to contain 3 folders, one for each replacement, then switch the category to "Packs".
Of course, it's all up to you what you do.
Frankly, I'd love to see all of Hawkshadow's Team-colored submissions uploaded in one big pack. And I don't mean to sound like I'm singling you or Hawkshadow out, but the TF2 section of this site really seems to suffer from this problem, stemming from users uploading 3+ duplicate submissions, each of which replaces a different weapon, but visually is no different from the other submissions (like the Mannkannon, all 3 replace different weapons, but are visually identical)
The mature thing to do would be to politely request it of me through a PM, not throw a tantrum and potentially have the "offending" file totally removed from the site!
If these go down, it tells me that you people no longer want it here, and if that is the case, then you can damn well go without.
If it was really so much of a problem for you that it is not in a pack, you could have just sent me a PM explaining yourself. I would have probably obliged, then.
But no, you had to act like a child and flag my submission, meaning it may get taken down, meaning I would need to go through the tedious work of re-packaging, re-testing and re-uploading this for you ungrateful people. And I see no reason to grant you use of this skin if it offends you to the point of you flagging it!
Not heard this problem before. Try totally uninstalling all the skins for it and reinstalling, if you put this over the top of an old skin, that may be causing the problem.

yes, I could organise them, I didn't, so what? There are plenty of instances of "duplicate" skins for multiple items all across this site, I honestly can't see why this bothers you all so much.

Based on the PTRS-41 Anti-material rifle, a gun used by the Soviets during WWII. I wanted the Sniper to have a big-calibre gun, but Svdl has already tackled the Boy's Anti-Tank rifle better than I could ever do, and the Barrat has been done to death, plus, it doesn't really fit with TF2.
The PRTS-41 is something that would exist in abundance during TF2's timeline, however, so it makes sense Mann-Co would pick a few old models up, dust them off, give them a spit-shine and ship them out as new weapons.
Mostly glad that I was finally able to model, unwrap, texture, rig and compile this bastard by my lonesome. Granted, it was under Passerby's guiding hand, but I still did the work myself and I couldn't be happier with the results.
