Pros:
- It's a scout wearing his shirt! It's like an advert in a good way!
- A good simple skin.
Cons:
- Not too noticeable.
Improvements:
- Make the logo bigger, and maybe remove the backpack strap or shorten it.
A skinner in training.

Don't put this in the workshop. Valve wouldn't add a simple reskin for the scout's shirt and people will just downvote it and say that it's not even a model.

I don't think he can, since it is a skin for the playermodel, and not a hat or misc item.

I believe if you submit something to steam, they will sort out how to do things with whatever, since they're the one with the codes.
